The Former President's Woke Alarm Overlooks The Continent's True Threat: Technological Decline.

Donald Trump's security policy document presents a misguided assessment of Europe. The document asserts that unrestrained immigration and what it terms "woke" agendas pose an existential risk to European civilization. However, this argument is based on a fundamental misreading of the situation. The true challenge facing Europe is not societal but technological and economic lag.

The Stark Growth Divide Between Europe and the US

The data reveal a sobering picture. Between 2008 and 2023, US GDP grew by 87%, compared to a mere thirteen and a half percent increase for the European Union. During this time, European income per person fell from over three-quarters to just 50% of the American figure. Strikingly, even Mississippi now has a greater average income than major European economies like France and Italy.

Currently, roughly 50% of the global top fifty tech companies are US-based, while only four are from Europe.

The Innovation Shortfall: The Core Question

The growing disparity stems from superior productivity growth in the United States, largely due to breakthroughs and better use of resources. The scene of world technology dominance is decidedly American. Over the past fifty years, 241 US firms have scaled into enterprises valued at over ten billion dollars, versus only fourteen in the European continent.

This disparity prompts a pressing issue: In the race for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely concede it is largely a two-horse race involving the United States and China, with Europe starting at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

Several key reasons account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic network for financing new ventures. The EU still lacks a true unified investment market, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A US startup can introduce a service under a single set of laws to access a market of over 330 million. The EU, despite a bigger population size, is divided among twenty-seven separate regimes, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was once met with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

In spite of these challenges, there are causes for optimism. European leaders are increasingly aware of the existential challenge and have begun to advance substantial change. Notable reports on European competitiveness and the single market point to the need for major changes.

Given appropriate policies and regulatory reforms, these assets could support much higher degrees of commercial innovation.

The continent retains significant advantages: high-quality workforce, excellent education systems, and world-class labs. Alongside a large internal market and substantial household savings, these foundations could unleash a new wave of venture creation.

Importantly, even if the EU does not become the leader in developing cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now faces a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, the continent's slide in innovation has been steady. However, without decisive action to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in world influence.
