American lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to recede as Republican senators floated a proposal unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.
Growing Consequences of Government Shutdown
The impact on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Proposal from Florida Resort
As Saturday's session got under way, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Several Republican senators welcomed the plan, which is comparable with a replacement for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Opposition senators expressed concerned reactions to Trump's plan.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by voters and Congress."
Another lawmaker reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."
Continuing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a handful of centrist lawmakers to end the closure in return for a future vote on the ACA payments.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans turned down an proposal to reopen the government and extend the subsidies for a year.
Another leading Democratic senator persisted in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the long-term of the subsidies.
"Doing nothing is derelict because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."
Partisan Situation
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Some observers indicated that the core of such a proposal would remove the ACA's requirement that insurance companies cover patients with existing health issues.
After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that failed to secure enough support in 2017.
